Is it worth upgrading to stainless steel bolts as well, or just use anti-seize paste?

Remember the bolts are only seized into the aluminium not the group head so if the heads break then use plenty of plus gas and it should...

If you have access to a test meter you could check the resistance between loops on the elements and between terminals and boiler case...
